As far as I know, he was. He got there a few days after… after you disappeared. He was really open about what he could do, too. He didn't seem to care about hiding it from everyone like we do.

It could be because his teammates are here. You have no idea how hard it was trying to get Ryuji to keep a lid on it after you and Makoto were gone— he wanted to tell everybody. But keeping everything a secret was what was keeping all of us safe. He might just be trying to protect them, the way we protect each other.
It makes sense. If people find out about our identities, we can't really go around as the Phantom Thieves with everyone knowing. You can use your Personas here, by the way. Even our weapons act like real ones. I've found I can reload my bullets every time I transform.
[It seems almost laughable to add "oh by the way you can use all your superhuman powers here," but weighing against everything else it was something they could return to later.]
